I cannot believe, how they have not come up with any plan to extend the white BEV stickers before working on a possible plan to extend green PHEV stickers...that sounds like backwards policy..

What has owner income levels have anything to do with the green credentials of a vehicle. The white and green sticker are a badge to the vehicle, not its owner..this does not make any sense either..
 
It might be too late. I'd seen posts on https://www.facebook.com/groups/BayLeafs/ about this along with receiving an email from Plug-in America that directed us to http://action.pluginamerica.org/p/dia/action3/common/public/?action_KEY=20271 that says "We need to act before the day ends on Thursday, August 25, 2016 to keep strong ZEV policies in place in California..."

Thanks to a reply on Tivocommunity (http://www.tivocommunity.com/tivo-vb/showthread.php?t=473842&page=111, which you can't see unless you have a free account there), I looked at the opened up the 8/18/16 analyses from https://leginfo.legislature.ca.gov/faces/billAnalysisClient.xhtml?bill_id=201520160AB1964, "The sponsor of this bill, the Alliance of Automobile Manufacturers,"

Notice a few names missing? Hmmm...

Look at the quantities of PHEVs and BEVs (if any) sold by some of the above suspects at http://www.hybridcars.com/july-2016-dashboard/, esp. Ford, which sells tons of PHEVs (e.g. both Energis) but a pittance of Focus Electrics.
