2013 Nissan Leaf
Now is your chance to save a BUNCH OF MONEY on a nearly new 2013 Leaf SV Electric car. Pick from several Nissan xxxx's service rental fleet that are in like new condition and are Factory Certified with warranty coverage for 6 years and up to 100,000 miles! These low mileage Nissans are the best value in a fleet discount that we have ever offered! Easy finance terms available. Don't wait....these won't last!!

why would anyone even consider buy these when the current offers on 2014 model are thousands of dollars less??

2014 Nissan LEAF®
$28,980 MSRP [1]
-Up to$7,500 Federal Tax Savings [2]
-$3,500 NMAC Cash [3]

17,980 Net Value After Federal Tax Savings
-$2,500 California Tax Rebate
$15,480 Net sale price before tax and fees.

Also some people just don't have the tax liability to get the tax rebates.

Then of course you can list something at anyprice you want. Doesn't mean someone is going to buy it.

It isn't quite that simple though. Your example is a S not a SV.

With a SV it would be

$32,000
-Up to$7,500 Federal Tax Savings [2]
-$3,500 NMAC Cash [3]
$21,000 then subtract the potential state to get to $18,500.

Looks like the used car dealers make more money if the asking price is unreasonable.
Back in the day I had an "acquaintance" who took to selling cars. The sneaky moves he was taught amazed me... He prized selling used cars, because the amount of money made was a function of how much they got for the car... In new car sales, the "pack", or the the amount they could jack up the car was limited to a 10% mark up, but not on used--sky was the limit. Generally, the pack was "split" 50 50, so for every two dollars above a set price, he'd make a buck. Sometimes, thousands... Other bonuses also came into play for warranties, financing, pre purchased service, etc.

On the new car side, they'd simply lie about leases, saying you'll own the car when you are done, and send them to finance to close. Most folks don't really read the mountain of paperwork.

Really, I was shocked. He was bragging, and slamming tequila, and my thought was, I hope, for your sake, there is no hell or purgatory...

2014 leaf SV with 5 miles on it (new) for $19,850

doesn't say anything about tax rebates
