Chargepoint charger additional fee of $1 per minute

The Chargepoint DCQC at Winner Hyundai in Dover, Delaware has been hitting me and at least another user, over the past week, a fee of $1 per minute that is in addition to the normal charge per kW of energy delivered. This fee starts after 5 minutes of charging. Prior to this the fee started after 45 minutes of charging. I called Chargepoint and was told this is a mistake, and that the fee would be refunded. Sure hope so. The other user who checked in on plugshare thought that this was the normal "expensive" charge. I probably should have attached a note to the charging warning of this.

I just called Chargepoint again. The rep, after speaking with a manager, said the station owner sets the rate. A $1 per minute overuse fee that kicks in after just 5 minutes? Total cost over $2.20 per kWh? Solid knowledge base at work there.
