    I think you can purchase the car with that payment and have equity after 36 months. 479*36 = 17,244 + 1000 = 18244. If you can purchase a leaf fo 28K(after 3500 NMAC cash) and get 7500 fed credit, you are basically buying the car for 21,500. If there is FL credit towards EV, then more benefit :)
