Power flows from the battery to the high beam lights through a high beam relay (SPST) and a DRL relay (SPDT - default to ground, activated to batt+).

This happened to my 2017 Leaf S today when my daughter was driving it. The outside temperature went down to -15°C overnight (5°F) and all was fine until about 10 minutes into the drive when on the highway (100km/hr) it said power limited and she said there was strange shaking and hesitations...
That sucks... the Nissan Leaf is supposed to be one of the most reliable vehicles on the road, but I guess even reliable vehicles can break down occasionally.

Same here. Turtle mode again this morning at -25°C, but still drove as normal. Driving home in the afternoon the turtle was gone. Doesn't seem to affect the driveability of the vehicle, but definitely bothers me when the turtle appears.
Maybe I'll bring it into the dealership for its yearly...
