This is exactly what happens with my Wife's 2012 SV. It always starts out blowing cold air, and you never know when that warm air will come out. Sometimes it starts within a minute, other times you can drive a half hour and never get warm air to come out. The climate control is a disgrace...
Not sure what you mean by "no good reason". The battery being full, therefore having nowhere to put the energy transferred by the regen braking seems like a pretty good reason to me. ;)
I got my GE about 14 months ago now. Installed it myself and cost after incentives was about $500. It's already paid for itself. Wife and I haven't had any problems with running out of hot water yet.
